Weebly pdf downloads not opening in new tab

I have an issue uploading pdf files as a link for a product brochure. The system cannot upload the new pdf file, I have tried different browsers with. unless there was a temporarily problem getting DNS records from it. i am able to upload the same files using the scribd doc tab ? direct to the page.
